It is not easy to understand why God did not give any chance to those kings of Judah after the disobedience of King Josiah. Well, when you repented and turned back to the old route of sins and fall into the same sinful pattern of your ancestors, do you think you would till have a time to have God pardons you?

Second Kings puts the point theologically. In this connection, too, there are limits to what Josiah's reformation could achieve. There is a sense in which repentance changes everything; it restores the relationship between people and God. There are limits, however, to the sense in which it cleans the slate. A murderer who repents does not then get pardoned and freed from prison. This would make too little of the offence. Theologically as well as sociologically, the repentance in which Josiah leads the people does not simply clean the slate. It is significant that 2 Kings speaks not of God's unwillingness to forgive but of God's unwillingness to pardon…
Manasseh had filled Jerusalem with innocent blood that is still carrying out from the ground. Perhaps his action still could not be pardoned.

I think the key for God did not pardoned their sins is because they got back to the old route of what Manasseh had done as describes in 2 Kings 23:25-27:
25 在 約 西 亞 以 前 沒 有 王 像 他 盡 心 、 盡 性 、 盡 力 地 歸 向 耶 和 華 ， 遵 行 摩 西 的 一 切 律 法 ； 在 他 以 後 也 沒 有 興 起 一 個 王 像 他 。
26 然 而 ， 耶 和 華 向 猶 大 所 發 猛 烈 的 怒 氣 仍 不 止 息 ， 是 因 瑪 拿 西 諸 事 惹 動 他 。
27 耶 和 華 說 ： 我 必 將 猶 大 人 從 我 面 前 趕 出 ， 如 同 趕 出 以 色 列 人 一 般 ； 我 必 棄 掉 我 從 前 所 選 擇 的 這 城 ─ 耶 路 撒 冷 和 我 所 說 立 我 名 的 殿 。
Don't think that you have repented is OK. If you have not continually change and be renewed, the old pattern of the sins of you and your ancestors is going to pull you back to your old self and you will be finished!
